Citizen Participation and Governance - Hamburg

There is growing recognition of the importance of involving ordinary citizens in development planning. It is not only recognised that developments are more sustainable, but attitudes to democratic processes at all levels is based on their experience of 'being involved' locally. However, extending the opportunity to citizens is more challenging and requires innovation beyond just holding meetings.

The City of Hamburg with its partners is addressing this challenge as part of its major regeneration initiative 'Leap across the Elbe'. The project is focusing on the island of Wilhelmsburg which, although home to a lively working class and immigrant population, had previously felt cut off from the city on the other side of the Elbe. Enthusiastic resident participation is recognised as the only way in which architects and city planners can respond to the neighbourhoodÕs special needs and wishes as well as benefit from local expertise.
